    It does, but it is probably hardened. There are lots of things it might not like about a requests' IP or TCP authentication.
    FWIW, it is a US only IDIQ contract.

    It works for me too. However, my computer is secure as required by the government so maybe that is why.

    Sounds like they have a specific builder in mind. It only has to operate in 35' seas, 25' breakers in a 60 kt breeze and be able to pitchpole and roll 360° without any problems. There must be lots of existing boats like that available from a small business. I don't disapprove of a sole source when it is justified. It's just entertaining to read between the lines.
    They aren't asking for much. "Exceed the capabilities of" sounds like the requirement was hard to write, so they opted for something less specific. Oh, and the single roll of toilet paper (6.2) has to be protected from the shower (644-1.2.4). Who had what bad experience that prompted them to write that?
