Simultaneous effect of wind and special personnel crowding

Hello everyone.

I want to register criteria for a ship in MAXSURF software using the BV 483 rules and the clause below. Do you know which criteria I should use?

2.8.1 The heeling action reported in [2.3] and [2.7] may be arranged together considered simultaneously. Anyway, in such a case, the only requirement is that the static equilibrium angle resulting from both heeling actions be not higher than the value of the dynamic equilibrium angle θd as defined in [2.1.5] and Fig 12. The wind speed to be considered is the maximum speed for which special personnel is allowed to be located on the exposed decks.

Use the corresponding IMO criteria. I don't think BV is asking for anything different than IMO.
